Mix together hamburger, eggs, cracker crumbs, diced green onions, salt and pepper. Line a 9"x 13" pan with aluminum foil. Place mixed ingredients in pan, shape into loaf, and make a hole in the middle. Put frozen brocoli and velvette cheese in hole then form meat back over hole to cover cheese and brocoli. cover with aluminun foil and bake in 400 degree oven for 1 hour. remove aluminum foil cover and leave in oven until browned.
