Jesus Freak gave a very resonable argument for Ben having two daughters. But, I don't think the series ever made it clear that these were two different women who were sisters AND Ben's daughters.
As for the actresses who portrayed Charlene there were two - one in the pilot, 'The Diary', and Linda Purl who played her in the series. I've seen Linda Purl in many TV movies over the years. So, I'm more familiar with her than the actress from the pilot.
Brynn Thayer was the only woman to ever play LeAnn.
